As Mr. May points out in his letter, the expenditure involved in his proposal will be largely covered by available funds in his department, but he has apparently omitted to include the cost of a return passage to England.
I consider however that this latter additional item of expenditure might be sanctioned in the interests of the Police Force and Fire Brigade, and I beg to recommend that such an officer as Mr. M. May applies for be selected and required to enter into an agreement to serve in this Colony for a period of not less than one year on the terms as regards emoluments etc. mentioned in Mr. May's letter with the exception of exchange compensation to which I do not
